The 2021 reform of EU cohesion policy in context of the negotiations on the Multiannual Financial Framework

Abstract: The chapter looks into the subsequent reforms of EU cohesion policy since its establishment in 1988. While the main objective of the policy, to reduce the economic, social and territorial disparities between the regions of the EU, as well as its design and financial means relative to the total EU budget remained rather stable over the past decades, it is argued that in particular the 2021 reform may open new avenues for a more radical policy change. Despite existing institutional settings having favoured the policy's path dependency so far, pressure on its future re-design may stem from the delivery mechanism of the new Recovery and Resilience Facility.
