Harnessing the power of integration to achieve universal electricity access: the case for the Integrated Distribution Framework

Abstract: Universalaccess to electricityisoftenhampered by failures in the distribution segmentof the power sector.Mobilizingsubstantial public and private investmentin all power sector segments, includingelectrification, hinges on the viability of distribution.Anew business model for distribution is needed to expand electricity access in a manner that leavesnoonebehind, taps into new off-grid electrification solutions andfocuses onsocio-economic development. The Integrated Distribution Framework (IDF) is proposed;itbuildsaround the idea of having an entity with the responsibility forpermanentlydelivering universal electricity service within its area of operation by usingacontext-specific mix of delivery modes,apartnership with some external entity,anda viable business plan. Parts of the IDF have been successfully implemented across the developing world,and its structure and scope can be adaptedtoeach country.
