Resource allocation: between policy development and service provision

Abstract: Industry associations have multiple tasks and harness a variety of resources, but their core function is to organize and represent interests around political issues. However, a traditional function is also to provide various services to members to enhance their competiveness in the market. The relative weight of these different tasks can vary from association to association. It is often a major concern how to balance these activities to maintain a solid and stable revenue and to organize a critical mass of members and, thus, to become recognized as genuinely representing the relevant industry. In this process, associations may risk developing into firms and losing their political profile, or vice versa, maintain a political profile and losing otherwise important sources of income.
