Policy focus: between vertical and horizontal engagement

Chapter 9 in The Governance of Global Industry Associations, 2022, pp 162-180 from Edward Elgar Publishing

Abstract: Industry associations tend to concentrate on a relatively narrow selection of issues, and it is here their major expertise is found. Indeed, it is very expensive to build up broader knowledge bases as a foundation for policy engagement and strict priorities must be made. This trend points to a relatively strong policy specialization of associations characterized by a division of labor with other bodies in the larger business community. However, industry associations are increasingly challenged to move into new areas, triggered by initiatives of intergovernmental organizations and civil society groups. Indeed, a trend toward policy expansion is noticeable. This chapter analyzes the dynamic patterns of policy engagement and the dilemmas facing associations.
