Multinational Corporations and Global Governance
Jane Rooney
Chapter 11 in Research Handbook on Global Governance, 2025, pp 232-259 from Edward Elgar Publishing
Abstract:
Multinational corporations (MNCs) are powerful actors in global governance. They shape and influence the economies of not only developing states but also the home states in which they conduct managerial decisions for the rest of their enterprise. However, MNCs face relatively little accountability in global governance when their business activities implicate human rights. This chapter puts forward a normative framework of global governance for evaluating existing legal and policy regimes regarding MNC accountability for human rights impacts. The distinguishing features of global governance are that it is multilevel, involves a diversity of actors, the diversification of sources, and reflects lived experiences in the Global South and not just the interests of the Global North. The chapter analyses the extent to which a ‘global turn’ is taking place in the regulation of MNCs.
