Governance mechanism for the sustainability of global garment production networks: perspectives from rule-takers

Abstract: The tragic collapse of the Rana Plaza building in the year 2013 was an important event that moved the attention of key transnational stakeholders towards policy persuasion and adoption of new governance mechanisms. These mechanisms, namely the Accord and Alliance [A&A], aimed to create a more sustainable garment sector in Bangladesh. However, since their very onset, there have been doubts regarding the efficiency of these mechanisms at the factory level, which ultimately raised the question of sustainability of the factory safety, and thereby the sustainability of the garment sector. This paper examines factory responses and adaptations to the new set of institutional practices designed and developed by [A&A]. The aim of this paper is to discuss the multi-faceted progresses made by the regulations of [A&A] in contrast with those of local regulatory bodies operating under the government’s National Initiative, and thereby produce a comparative understanding of the sustainability of the factory safety in the post-Rana Plaza period.
