From stability and continuous improvement to innovation

Chapter 11 in Rethinking Public Governance, 2023, pp 188-207 from Edward Elgar Publishing

Abstract: This chapter takes a closer look at the transition from a public sector focused mainly on stability, incremental change and continuous improvement to a public sector that is more geared toward innovation. It begins by explaining the preference of the public governance orthodoxy for incrementalism and continuous improvement and then considers the growing demand for public innovation. It provides examples of public innovation and discusses how public sector innovation can be enhanced by collaboration between a plethora of public and private actors engaged in mutual learning. Finally, it looks at how it is possible to spur innovation in the future.
