Abstract:
In the context of broad, urgent, paradigmatic, changes for economies transitioning from brown to green, green innovation policy can be the cornerstone of a successful transition delivering improved and new clean innovations. But how should green innovation policy look? Does it need specific, new approaches and tools compared with innovation policy more generally? This chapter aims at feeding the debate, by presenting a set of principles and guidelines for the development of a green innovation policy, based on lessons learned in the academic literature. Green innovation policy making should take a much broader multi-dimensional objective, and view policy making as a process of institutionalized collaboration rather than a top-down approach of allocating funds to a few winners. The design of public–private partnerships and a strong policy governance are the cornerstones for making or breaking green innovation policy efforts. The major transformative change demanded by climate change will require the involvement of civil society more than in other areas of innovation policy.
