Transformations need resilient policy designs: a multi-level analysis of policy mix coherence and regional resilience during the COVID-19 crisis in Western Norway

Abstract: This chapter establishes a framework for appraisal of industrial policy mixes in terms of their contribution to improving regional resilience. This is done through assessing potential tensions between policy instruments existing or newly adopted within a policy mix introduced at different spatial scales. The chapter uses the case of policies adopted in Norway during the COVID-19 pandemic years with potential to affect the energy sector in general and petroleum sector in particular, to assess the prospect for regional resilience in Vestland region of Norway where the petroleum sector is a crucial sector of the economy. Specifically based on the case of tax relief measures for petroleum firms introduced in reaction to the pandemic in Norway, the authors argue that the resilience of socio-economic transformation policies—which can be jeopardized by the likes of “petroleum tax relief” case—is crucial for regional resilience. Accordingly, the authors call for the state's acknowledgment of the role that regional policy experimentations can play as labs for potential state policies in the face of crisis and the concerns of resilient path developments.
