Chapter 16 in Handbook on Public–Private Partnerships in International Infrastructure Development, 2024, pp 447-465 from Edward Elgar Publishing

Abstract: Scholarly research investigating public-private partnerships (PPPs) has predominantly focused on the material aspects like service efficiency, value for money, and productivity. However, there has been a notable neglect of procedural public values. This chapter endeavors to fill this void by examining the case of Enfidha Airport in Tunisia. The analysis reveals a failure to achieve anticipated financial and procedural values through the PPP approach. The chapter further explores the coping strategies employed by both public and private sectors to address resultant conflicts in values. The findings suggest that PPP projects are susceptible to falling short on delivering financial and procedural values when the broader institutional context lacks support for PPP arrangements and when political and security risks are inadequately considered during the bidding process.
