Chapter 5 in The Crisis of Governance, 2023, pp 82-110 from Edward Elgar Publishing
Abstract:
The governance of government is in a crisis of its own. The efficacy of governance in the administrative system in terms of service delivery, propriety and public confidence depends on the political system itself. Political system governance is in crisis too. Populism, autocracy and personalist authoritarianism appear to be rising despite no evidence that such regimes perform any better than democracies in responding to and on behalf of their citizens. Even though traditional and charismatic authority are pre-modern and inferior to rational-legal governance they appear to be resurgent. A decline in democratic systems means an empowerment of non-democratic ones in the form of autocracies or other kinds of authoritarianism. Perhaps governance in the future will revert to personalist autocracies relying on repression. Whatever else, the word 'crisis' is a good descriptor as to where political governance finds itself.
