Chapter 5 in The Idea of Technological Innovation, 2020, pp 75-92 from Edward Elgar Publishing

Abstract: The criticisms raised against the process model of innovation crystallized into the idea of system. Many scholars, particularly from management schools, began to use a system approach to study decisions and choices relating to science, technology and innovation. The chapter documents the pioneering role of the US Department of Commerce and the OECD in applying the idea of system at national and policy levels.
