Inventing innovation policy

Chapter 7 in The Idea of Technological Innovation, 2020, pp 96-114 from Edward Elgar Publishing

Abstract: The representation of innovation as a process and a system led to inclusive or integrative policy. An innovation policy is inclusive; it is a whole, a “policy mix†. It concerns several ministries and public agencies; it coordinates many measures or policy instruments; it addresses a large range of issues. In terms of government action, whole or total means the “co-ordinated and concerted action†of several ministries and the combination of direct (funding) and indirect (climate) measures.
