Chapter 4 in Integrating Europe’s Infrastructure Networks, 2021, pp 121-152 from Edward Elgar Publishing

Abstract: The integration of Europe's information infrastructure has been a strategy of market led infrastructural integration that has been comparatively successful. However gaps do remain within the system as the availability of and access to broadband technologies can remain patchy. The EU's flagship policy - TEN-Telecom - has been largely superseded by market led programmes though there are concerns that such a market driven approach - in attempting to scale up national systems - has come at the price of limiting the degree of evolution in broadband infrastructures. To this end, there are concerns that the EU is falling behind its rivals in the deployment of the latest technologies notably fifth generation mobile telephony.
