Abstract:
An individual does not necessarily maintain similar patterns of travel behaviour over time, not even while performing routine travel activities. The term ‘travel behaviour change’ may therefore reflect changes in travel patterns of individuals or groups of travellers over time. Considering some of the recent studies in the travel behaviour literature, this chapter on travel behaviour change focuses on the three questions associated with this term: (i) Does travel behaviour change? And how behavioural change can be analysed and described? (ii) Should we change travellers’ behaviour? (iii) How can we change travel behaviour? The chapter is structured around these three questions, covering both descriptive and normative elements of travel behaviour change. Providing discussion on the three questions and the controversies associated with them, and some research gaps and open questions in research and policy making are identified. The recent experiences from the public responses to COVID-19 mobility restrictions and other transport policy measures demonstrate the controversies associated with the three questions.
