Chapter 9 in Cost-Benefit Analysis and Dementia, 2022, pp 126-144 from Edward Elgar Publishing

Abstract: Protecting human rights, preventing elder abuse, and caring for older adults with dementia are all interlinked. An intervention (such as a proposed new UN convention) that promotes human rights is an intervention for persons with dementia, their caregivers and an intervention for elder abuse. We survey the main UN conventions related to older adults with dementia. Even with these conventions social protection for older adult is weak. We highlight the fact that an intervention for persons with dementia (called an invisible disability) that is explicitly specified as a human right involves cognitive rehabilitation (CR). The main CR intervention is the Tailored Activity Program (TAP). We refer to a CBA of TAP in the literature using the same three-step method for estimating benefits as for the new interventions. The net-benefits per person were highly positive at $7,933 with a cost-benefit ratio of 9.42. A new convention could include funding for TAP.
