Abstract:
Where do the core assumptions that inform public–private partnerships (PPPs) come from? This question is trickier than it looks. PPP is theoretically a hybrid whose theoretical inspiration derives from various theories. This chapter discusses these different theoretical ideas and identifies three clusters of ideas: PPP as a monitoring game (an economic perspective), PPP as collaboration (a collaborative and network governance perspective), and PPP as sensemaking (a frame and institutional perspective).
