Digitalizing railways: the platform dilemma

Abstract:
Digital technologies offer obvious opportunities in terms of cost reduction in the construction and maintenance of railways infrastructure and rolling stock, as well as efficiency gains for railway operators in the operation of transport services. Collaboration is necessary to fully exploit such efficiencies gains, including data sharing, which requires a data governance framework to be defined. However, digitalization can also disrupt railways, transforming transport into a multi-sided market intermediated by digital platforms, where railway operators are commoditized, competition from other transport modes increased and funding of infrastructure is at risk. This is the digitalization dilemma faced by the railway industry.
