Tensions and struggles in Europe-level science

Chapter 3 in Science Evaluation and Status Creation, 2020, pp 32-50 from Edward Elgar Publishing

Abstract: In Chapter 3, I offer an empirical background that provides a vivid description of the field within which the ERC was founded. Drawing upon documents primarily, I analyze the historical tensions and struggles that have surrounded the idea of creating a Europe-level research funder. My analysis reaches back to the 1950s, although I concentrate on the first few years of the new millennium. I condense the field of science in the early-2000s Europe into five interrelated themes that deal with debates and discussions about scientific supremacy, funding integration, basic research, competition, and agriculture. In 2007, while many of these debates and discussions still lingered, the ERC was eventually founded at the Europe-level as a competition-focused funder of basic research. Altogether, Chapter 3 will be integral for our understanding of the context in which the ERC’s construction as an authoritative status intermediary unfolded.
