Abstract:
The aim of this chapter is to analyze collaborative roles of various stakeholders in the open data ecosystem so that to examine their relationship, networking opportunities and challenges in this topic. In this respect, a stakeholder analysis implemented based on the findings of 13 semi-structured interviews with entities from open data value network in Thessaloniki, Greece. The development of open data-driven projects can be considered as an important instrument to increase social networking among the actors of public and private sector of the city. Thus, it is important to enhance the relationship among public sector, private sector and non-government organizations as well as to increase their motivations to publish data and develop digital services for citizens. This could also be a significant opportunity for developers who participate in hackathons to use open data in order to develop apps for citizens, improve their skills and create new startups.
