Abstract:
The adaptation of the EU regulatory framework on electronic communications networks and services to the convergence of the telecommunications, media and information technology sectors is discussed. The implications of the rules aimed at safeguarding equal and non-discriminatory treatment of traffic in the provision of Internet access services receive particular attention. Additionally, the main legal instruments on cybersecurity, as key tools to prevent threats against network and information systems, are examined, with a focus on the obligations imposed on the affected entities. Finally, the general and horizontal framework on artificial intelligence laid down in the AI Act, with its risk-based approach, is analysed. Issues covered include the characterisation of AI systems and AI models, the main operators involved, the territorial scope of application, the delimitation of the prohibited AI practices, the requirements applicable to high-risk AI systems, and the obligations of the providers of general-purpose AI models.
