Chapter 11 in Carbon Markets Around the Globe, 2021, pp 187-204 from Edward Elgar Publishing

Abstract: Chapter 11 provides the results of the empirical research on the political economy of carbon pricing in Japan. In a comparative approach, the chapter demonstrates how the particular political power balance in Japan led to the eventual failure of a national carbon markets, while a more pro-active distribution of political power enabled Tokyo to implement its local scheme. Again, Public Choice’s merits and limits will be demonstrated on an empirical basis.
