ETS design in practice: Northeast Asia
.
Chapter 6 in Carbon Markets Around the Globe, 2021, pp 97-119 from Edward Elgar Publishing
Abstract:
Chapter 6 applies the SMR for ETS design developed in Chapter 2, to assess the design elements of carbon markets in Northeast Asia, including the Tokyo Metropolitan Government Emissions Trading Scheme (TMG CaT), the Korean Emissions Trading System (K-ETS), and China’s National Emissions Trading Scheme (C-ETS). The chapter shows that the TMG CaT can be considered a model for metropolitan cap-and-trade schemes around the world. The C-ETS is still at the developing stage, and the K-ETS is currently operating with predominantly unsustainable features.
