Abstract: Chapter 8 highlights the political obstacles of implementing sustainable ETS by applying the economic theory of politics or Public Choice. It also builds the theoretical basis for the case studies on the political economy of carbon markets in Germany, Australia, and Japan (Chapters 9 - 12).
