Chapter 2 in Effective Global Carbon Markets, 2020, pp 12-30 from Edward Elgar Publishing

Abstract: This chapter provides a short background, including scientific origins and the intergovernmental responses leading to the UN Framework Convention on Climate Change and the Kyoto Protocol. The policies and measures put in place are briefly considered, as is implementation, particularly through international emissions trading. Reasons are outlined as to why international emissions trading (IET) can be seen to have failed to achieve its promise.
