Abstract:
In this chapter, the duality of functions of international emissions trading is considered at a granular level, looking at the nature of what is traded. Analysis shows there has been a focus on the nature of the unit in emissions trading schemes and the rights attached to it. This, it is posited, has drawn attention away from the environmental value of the unit and consequently detracted from the environmental function of emissions trading.
