Parking regulation and management

Abstract: Automobile parking can be one of the most contentious aspects of transportation and land-use planning. Effective parking policy requires a more comprehensive and balanced perspective than currently exists in most places. The one-size-fits-all approach of minimum parking requirements is beginning to give way to an approach that also considers parking demand management and treats all parking, whether public or private and on- or off-street, as part of an interconnected system with broad impacts. New data and technologies are both forcing and enabling that shift. This chapter summarizes the history and research that led us to this current point in time; provides an overview of data, technologies, and innovative policies that cities and towns are implementing in planning for and regulating parking; and offers a brief glimpse at what policymakers might need to be thinking about in the coming years.
