Chapter 6 in Unlocking Regional Innovation and Entrepreneurship, 2021, pp 110-132 from Edward Elgar Publishing
Abstract:
Cultural activities and projects implemented, such as art exhibitions, workshops, concerts and other events, reveal vibrancy and an entrepreneurial spirit of cultural and creative industry players. The aim of this paper was to compare an intensity of cultural activities in economically and socially diverse regions and to analyze if a national cultural policy that is organized in a place-neutral way could ensure the same intensity of artistic and cultural activities to the inhabitants in diverse regions. The paper focuses on a case of the policy regime change with the switch, occurred in 2018 in Lithuania, from a place-neutral cultural policy that paid little attention to regional differences in socio-economic indicators, to a redistributive policy aimed at reducing regional differences through targeted support to players from marginal, less affluent regions. Results of the place-neutral policy revealed that changes in a policy formation were needed to attract more funds to less developed areas.
