National, state, and local mental health policy: meeting the needs for research pluralism and application of knowledge

Abstract: Mental health policy serves as a critical link between mental health research and the operation of mental health programs and services. Tracing the development of the contemporary evidence-based movement for mental health policy, this chapter highlights the opportunities and pitfalls that exist for an enhanced empirical orientation within this policy domain. We identify the information needed as well as the most commonly used methods and sources of data for five key policy tasks relevant to mental health policymaking: program evaluation, planning, administration and implementation, regulation, and policy learning. Also discussed are the barriers to be overcome in policymakers' applied use of policy research findings.
