Chapter 3 in Benchmarking and Regulation in Transport, 2021, pp 44-51 from Edward Elgar Publishing
Abstract:
The availability of appropriate data, in terms of quantity and quality, is a crucial issue for any benchmarking technique. This chapter discusses the sources of data available for benchmarking exercises as well as some practical issues such as the power of regulatory authorities to collect the relevant data and the need to protect confidential information. In those markets where at the national level there is only one company or a very small number of comparable companies, benchmarking with companies in other Member states should be considered. The development of international datasets would benefit from the setting of common standards for the collection of information.
