Strategies to redress entrepreneurship gender gaps in Canada revisited

Barbara J. Orser

Chapter 3 in Women's Entrepreneurship Policy, 2023, pp 40-74 from Edward Elgar Publishing

Abstract: This study outlines rationales for women-focused entrepreneurship policies. Recommendations advanced in Canadian taskforces and policy reports, and a review of small business policies conducted by the Organization for Economic Co-operation and Development (OECD, 2017), are then used to critique the Women Entrepreneurship Strategy (Innovation Science and Economic Development Canada, 2018). The CAN$5 billion investment by the Government of Canada is targeted at women-owned and women-led small and medium-sized enterprises (SMEs). The study offers evidence about the importance of country context in constructing policies to support women-identified entrepreneurs, and imperative of intersectional data when reporting on the status of women-owned SMEs. Recommendations to inform research and policy are considered.
