Abstract:
Exploratory in nature, this chapter investigates whether pandemic mitigation policy responses in the Pacific region have considered gender aspects of e-commerce and international trade. The research is positioned in an entrepreneurial ecosystem framework, with a focus on policy support for female entrepreneurship. It sketches a picture of the impact of COVID-19 on women entrepreneurs in a pandemic-driven digital business environment, exploring region-specific pandemic mitigation measures and whether such measures assist women entrepreneurs' recovery from the health crisis. The study advances the closely intertwined and mutually reinforcing concepts of e-commerce and international trade. The study also advances the discourse on the gendered digital divide and the need for inclusive entrepreneurial ecosystems. The chapter offers future directions and policy recommendations, suggesting that regions would benefit from policies that recognise and support the interdependent capabilities of digital literacy, e-commerce and international trade, providing opportunities for women entrepreneurs to enter markets and grow their firms.
