Building gender norms into regional governance and the limits of institutionalising feminism

Abstract: The importance of regional institutions to the integration of feminist principles into governance have never been more apparent than they are now in the African context. This chapter shows the ways in which the regional integration practices culminating with the African Union (AU) have provided new entry points for feminist activism. This process has been driven by endogenous and exogenous factors that rely on African women’s organising, new indigenous legal instruments, and global normative frameworks like the Women, Peace and Security agenda. I argue, however, that despite the significant work done by feminists to set agendas that take feminist principles seriously, this has yet to transform the AU. Drawing on the literatures on institutionalism, regionalism, and African feminism, the chapter provides a means through which to understand the complexities of feminist engagement in regional governance through the practices of the AU.
