Abstract:
This concluding chapter synthesizes the core findings of the Companion across three key domains: planning and regulation, construction and maintenance, and financing and economic performance. It highlights the growing complexity of transport infrastructure governance, shaped by competing objectives such as fiscal efficiency, environmental sustainability, and social equity. The discussion identifies recurring challenges, including fragmented institutional arrangements, political bias in project selection, and underinvestment in maintenance. Resilience emerges as a transversal theme, requiring integration into planning, design, and appraisal processes. The chapter also underscores the importance of stakeholder engagement, transparent procurement, and improved valuation tools. Contributions to theory, policy, and practice are outlined, with emphasis on interdisciplinary insights, empirical evidence from diverse contexts, and actionable frameworks for practitioners. The chapter concludes by framing transport infrastructure as a political and institutional endeavour, calling for context-sensitive and value-driven approaches to system development and governance.
