 Regulating online video content: models and issues. Chapter 7 in The Content, Impact, and Regulation of Streaming Video, 2021, pp 197-272 from Edward Elgar Publishing Abstract: What will the regulation of the next generation of video media look like? None of the traditional societal objectives will vanish. Instead, they will adjust the tools to the new environment. In addition, the new online video medium creates new issues. The chapter analyzes the likely applicability of several past regulatory models that have co-existed, such as the print model, the TV model, the public broadcast model, the film model, the telecom model, and the computer layer model. It then proceeds to several policy issues relevant to content identified in the preceding chapters. It looks at several regulatory options to each of these issues, and the most likely direction. The issues of content include support of national culture through ownership rules, import quotas, and various public support mechanisms. Other issues are the protection of societal values (children, hate speech, information integrity, algorithms, privacy, intellectual property, and affordability).
