Energy regulation and net zero

Abstract: In this chapter we explore how a net zero climate policy target by 2050, such as the one we have in Europe, might shape energy regulation. We begin by describing the purpose of energy regulation. Next we discuss the role of the regulator within the wider regulatory system. We move on to characterise net zero and its links to the energy national regulatory authority (NRA). Then we explore the implications for the way in which the NRA is organised. Finally, we offer some conclusions. NRAs will be under increasing scrutiny in their core functions in ensuring fair pricing, meeting environmental objectives and maintaining security of supply. NRAs will need to adapt and learn, be committed to their operational independence and focus on excellence in their analysis. This means they will need to be properly resourced and to exhibit ‘dynamic regulation’ which is ‘principles-based’.
