Abstract:
Innumerable conflicts have been prevented: the challenge is to find out how and apply. Early prevention involves moment, perception, readiness, and action, and then way of halting escalation, activating norms such as R2P, avoiding exclusion, inculcating public service, dealing with urban overcrowding and ethnic segregation. At the same time, it is important to study and implement measures of protection where prevention fails.
