Food as a right in addressing food insecurity: a case study from Scotland

Abstract:
This chapter explores the journey that Scotland has been on towards a progressive rights-based response to food insecurity. It describes the recent evolution of thinking, policy, legislation and practice, and the role of civil society in that process. While in 2022 household food insecurity in Scotland remains similar to that in the rest of the UK, and while food banks and other forms of charitable food aid remain widespread, there is now a clear policy direction to end the need for food banks, backed up by concrete measures. There is also a broader commitment to implement the right to food as part of a wider strengthening of human rights and as part of a crosscutting national food policy. As Scotland recovers from the pandemic and weathers the cost-of-living crisis, implementing these intentions has become both more pressing and more difficult.
