Track-two diplomacy and ASEAN community building

Abstract: Track two diplomacy contributes significantly to the process of regional cooperation, identity- and community building in Southeast Asia. ASEAN identity is a social and political construct created by complex interactions between Track One and Track Two between states and societies. The epistemic communities- represented by various regional networks of think tanks and experts have significantly shaped regional identity and norms, strengthen regional institutions, and promote regional policy dialogue and communication. However, these regional networks face certain structural constraints due to the lack of independence and autonomy as some of the think tanks are government-affiliated or government-funded which prevents them from critically questioning and probing the government policy and position on certain sensitive issues. Deconflicting the nexus between the autonomy of the epistemic communities and political influence by the state actor is a challenge.
