ASEAN in a changing region: from the Asia-Pacific to the Indo-Pacific

Frederick Kliem

Chapter 12 in The Elgar Companion to ASEAN, 2023, pp 163-176 from Edward Elgar Publishing

Abstract: This chapter discussing ASEAN’s role in a changing regional environment. The conceptual transformation of the region from Asia- to Indo-Pacific marks the final stage of Asia’s post-Cold War era. This change in nomenclature symbolises the begin of a new era, characterised by increasingly tense superpower rivalry between the United States and China. ASEAN must recognise that this development is of immense relevance for its continued relevance, and it must adjust accordingly. If ASEAN intends to maintain its centrality upon which the realisation of Southeast Asia’s strategic interests depends, ASEAN must play a decisive role in shaping the Indo-Pacific narrative and its dynamics. ASEAN has a substantial role to play in mitigating the worst consequences of strategic competition and keeping the Indo-Pacific region engaged and functional. This chapter discusses this change and its dynamics as well as how ASEAN can concretely contribute to a regional balance.
