Urban planning transition: net zero from the bottom up
Peter Newman ()
Chapter 6 in Net Zero Cities with Sustainability, 2025, pp 110-133 from Edward Elgar Publishing
Abstract:
Top-down approaches to net zero are shown to be less productive and the benefits of bottom-up approaches include historic urbanism opportunities for greater sustainability outcomes. The need for regulatory and process changes in planning are obvious now and are being requested by politicians. The potential tools and applications of net zero in different fabrics are outlined. A four-step process to achieve a net zero corridor is suggested as a way of facilitating a rapid change in cities, especially those that need urban regeneration. The need for urban planning to focus on net zero corridors and precincts is outlined with examples from around the world.
