EIA best practice in Africa

Abstract:
Africa is a continent characterised by vast natural resources, but also by severe socio-economic problems that highlight the dilemma of sustainable development, i.e., how to balance the vital need for development with the equally vital need to sustain the ecosystem. Given the challenges this context poses for Environmental Impact Assessment (EIA), the status of EIA practice in Africa is evaluated by a comparison of published research to the IAIA international principles for best practice. A rigorous search in Scopus delivered a total of 246 peer reviewed papers dealing with EIA in Africa. The comparison reveals a grim picture of EIA practice in Africa compared to international best practice principles. In order to improve EIA practice, three areas need to be addressed: stronger governance, non-politicised administrative systems, and less reliance on foreign aid.
