EIA in Finland: the influence of international norms on the founding and evolution of national impact assessment systems

Abstract: Finland's first EIA legislation was enacted in 1994. It was clear when this legislation was prepared that international normative developments, especially those of the EIA directive of 1985 and the Espoo Convention on transboundary EIA, had a decisive impact on how EIA was designed in Finland. The purpose of this article is to examine how the country's EIA system has evolved over the years, in particular how deeply the Finnish EIA system has been influenced by international normative developments. The article aims to study the key crucial changes and reforms in the Finnish EIA, and what have been the driving factors for these.
