The theory and practice of scoping: delivering proportionate EIA reports

Abstract: Environmental Impact Assessment (EIA) helps in delivering sustainable development by incorporating social and environmental considerations into the decision-making process of projects. However, EIA reports are often criticised for being disproportionate and voluminous which are difficult to comprehend. The scoping stage is critical in ensuring focused and proportionate EIA reports; however, scoping is an under-researched area. The aim of this chapter is to provide an overview of how the scoping process is conceptualised in theory and then compare it with how it is practiced in different contexts such as England, Iran, Brazil, India and Malawi. Recommendations provided include encouraging capacity-building, enhancing formal and informal spaces for discussions amongst stakeholders and strengthening digital procedures to facilitate engagement. Furthermore, emphasis is given on tailoring these recommendations to the contextual factors of the concerned jurisdictions.
