Institutions of innovation and productivity: the role of open science

Abstract: This chapter examines the intricate relationship between open science, intellectual property (IP), and innovation. It emphasizes the limitations of traditional approaches in addressing the decline in research productivity and proposes a framework involving field experiments to analyze the impact of different IP rules and organizational structures on innovation. The chapter proposes Open Science Partnerships (OSPs), which combine open science practices with collaborative models involving universities and firms, as the basis for experimentation. The chapter highlights OSPs’ potential in reducing collaboration costs, enhancing data availability, and simplifying intellectual property arrangements. Drawing on complexity economics, it underscores the importance of field experiments in understanding the complex interplay of incentives and structures, ultimately aiming to develop tools for increased research and innovation productivity.
