A review of the Green Climate Funds grant allocations to Kenya and Ethiopia

S. Niggol Seo, Richard Mulwa and Jane Kabubo-Mariara

Chapter 18 in Handbook of Behavioral Economics and Climate Change, 2022, pp 386-405 from Edward Elgar Publishing

Abstract: This chapter reviews the grant allocations by the Green Climate Fund to two East African nations: Kenya and Ethiopia. Of the total number of GCF-funded projects around the globe, Kenya received the largest number of project grants with 11 approved projects. Summed across the projects, the goal is to mitigate 337.98 million and 146.4 million metric tons of carbon dioxide emissions on the one hand and to benefit 45.695 million and 31.7 million farmers and residents in Kenya and Ethiopia, respectively. The total funding amounts to 937.66 million dollars in Kenya and 611.14 million dollars in Ethiopia, without co-financing for the entire periods of the projects. These GCF funds can be associated with the Intended Nationally Determined Contributions (INDCs) committed by the countries to Paris Agreement. The two countries' commitments to the Paris Agreement via the GCF project are ambitious, surpassing the annual baseline emissions of carbon dioxide. Further, the country's commitments often triple if the conditional supports from the GCF would be provided.
