Chapter 19 in Handbook of Labour Market Policy in Advanced Democracies, 2023, pp 264-279 from Edward Elgar Publishing
Abstract:
Unemployment insurance was one of the earliest forms of state intervention in labour markets and has always been a central pillar of labour market policy in most affluent democracies. This chapter discusses the varying way that unemployment was institutionalised and developed across affluent democracies, highlighting the sociopolitical and intellectual drivers of the evolution of the policy area over time. It also considers the future prospects of unemployment in the face of unfolding structural changes in advanced economies and the rise of various forms of employment relationship that deviate from the standard employment model that unemployment insurance was premised upon and helped institutionalise.
