Public employment services: mapping reform trends in advanced democracies

Abstract:
Public Employment Services (PES) play a crucial role in national labour markets, yet comparative academic studies are rare. In this chapter, I offer an overview of the key reform trends in rich democracies in the last decades, including performance and quality management, efforts of administrative decentralization, the introduction of quasi-markets and public-private partnerships as well as recent shifts towards e-governance. The chapter also briefly assesses the impact of and reaction to the COVID-19 pandemic. The chapter closes with an assessment of PES’s future challenges and reform priorities.
