 The role of the state. Chapter 5 in Rethinking Agricultural and Food Policy, 2022, pp 80-99 from Edward Elgar Publishing Abstract: Nation states remain key actors in agricultural and food policy, particularly in the developed world with regional and devolved governments assuming an increasing role in policy provision. Limited governance capabilities may inhibit effective action by developing countries which in any case face a global trading and supply system that is still tilted against them. Generous levels of support are still provided by the EU and the US for agriculture, but often in pursuit of conventional objectives rather than new challenges. Nation states and the EU have the resources and the governing authority needed to tackle pressing issues such as unhealthy diets and climate change. There is no shortage of ideas that could contribute to radical policy innovations that could bring about real change. However, powerful interests are able to dilute and divert these initiatives to suit their own ends. What one needs from state actors is an identification of the policy space in which they can make a difference,a clear sense of priorities and a holistic approach.
