The Asian Development Bank's accountability mechanism: shifts in the accountability landscape

Abstract:
The Asian Development Bank was the third international financial organization, after the World Bank and the Inter-American Development Bank, to have a citizen-driven project complaint mechanism, in 1995. Over the span of 25 years, the ADB has had two major changes from its original policy (Inspection Function) to the present Accountability Mechanism (2003, which was replaced in 2012). The chapter analyses the suitability and efficacy of the complaint mechanism through various lenses including the ability to provide an effective forum in addressing complaints from project-affected people on projects funded or administered by the bank, and how the outcomes have been fed back into ADB operations. The analysis will also include accountability, governance, and best practices for an institutional accountability mechanism with the multitude of complaint mechanisms provided by other development financial institutions (DFIs).
